Both. Unity's 2D tooling is what makes it the practical choice for card, puzzle and casual titles — KoutQ8 is 2D — while its 3D pipeline covers everything short of the high-fidelity work we would take to Unreal instead. The dimension follows the game; it is not a constraint of the engine.
Often, and it is more common work than people expect. Performance problems in Unity usually trace to a handful of familiar causes — overdraw, uncontrolled instantiation, physics doing more than it needs to, textures shipped at the wrong size. We profile first and report what we find before proposing work, because the fix is sometimes a day and sometimes an architecture change, and you should know which before committing.
